Fuel pressure to high

Hi all .
Got struggled whit range rover sdv8 fuel rail pressure to high. 
It's only appears when turning ignition on whit out starting car.
Replace fuel rail regulator. 
Fuel pressure sensor. 
Wiring for fuel pressure sensor. 
Replace ecu .
Still same .
Any one got some idea. 
Will appreciate any idea
