2011 F550 starting system fault message on dash. No crank no start

Okay so I have this 2011 Ford f550 6.7L I've been trying to get running for a few days now, starting system fault message in the dash, these are the codes active in the BCM:

B13D8: PATS key less than minimum programmed
B10D9: PATS Transponder Missing Message
B10DA: PATS Target Identifier Not Programmed

Now I know the issue would look obvious looking at these codes, but the thing is this truck doesn't have a transponder and the keys can't even be programmed or anything. This is a work truck and doesn't have an IMMO system, so I don't understand why it would throw these codes. The BCM is new and it was replaced because the old one failed, I programmed the new BCM to the truck but the codes are still active. Looking at the starting diagram for this truck everything looks ok, all relevant fuses and relays seem to be good and  there is continuity between the ignition cylinder and bcm, bcm and pcm, and pcm to starter relay, so the only thing that could be causing these issues are those codes. I should also mention that the replacement BCM is used and actually the second one I try but still same results. If anyone has ever experienced something like this please let me know. I'm super lost on this one and I appreciate everyones input.
