focus 2004 speedo fault

would like some advice  on this 
2004 Focus has no speedo
dash has been professionally tested/repaired
no fault codes in any ecus
live data in abs shows all wheel speeds ok
in the abs parameter screen shows modstate error??? i have no idea what this is
