Ford Mondeo MK4 Knee Airbag

Hi, on mk4 mondeo knee airbag is deployed, I put resistor 2.5 K on wires and remove airbag, but fault code still there, Drivers Knee Airbag Deyploment Control - Open Circuit. There are also faults for tensioners on driver and pass side. What i'm doing wrong? Which resistor i should put on knee aribag, which on both tensioners?
