Ford fiesta SIM210

Hi , i have done allot of reading and still not too sure - so thought id join and get some help. (hopefully)

Car has immobliser error code 16 - dead / faulty ecu/ ic - i have replaced the ic and ecu (with matching key) and still have same code is there a way to test the SIM210 or IC before buying any more units.

Items purchased from local scrap yard from a running car.
