**URGENT** Ford transit 2.4di 2003 N0 start problem

hey people i have had my transit for about 2 weeks now and it started playing up on my i have a intermittent start problem the immo flashes rapidly on key on for 1min then flashes twice then pauses then flashes 3times which is code 23, so i disconnected the battery + for 10 mins with a wire from + to - to reset the pcm which worked for a few times it started then when i when i turned it off i had to do it all again but it drove fine thats what i don't understand and now the battery trick does not work anymore so i put a code reader on it and it threw up some codes here they are.  also the windscreen washer are intermittent and the horn does not work at all checked all fuses and there fine so i don't know if its all connected and controlled by pcm

my van is a 17 seater lwb ford transit 2.4di rwd on a 53 plate 

Diesel (H9FA - Duratorq-TDCi - MT/AT) (after last fault code deletion) DTC Description
B2139 - Data Mismatch (receive data does not match what was expected)
C13A1 - Unknown fault code
P3900 - Unknown fault code
